Job function:
The Sub-Project Controls Lead (SPCL) implements overall project controls direction through application of systems and methods for estimate development, cost control, progress measurement, schedule development / control and management of change.
Responsibilities and duties:
1. Provide project cost, schedule, progress measurement, and change management leadership and expertise.
• Assist development of Post Gate 2 Estimates and Schedules including the EBM, ECP and EDP
• Develop, forecast, and Control Sub-Project Owner's Costs
• Communicating priorities for new and ongoing estimating, planning and cost control activities
• Coordinate and prepare monthly Cost & Schedule Stewardship presentations
• Provide input for Consortium / Affiliate / Joint Venture presentations
• Implement Project Control Plan and ensure compliance
• Interface with C&SD Management to execute consultant Work Orders
• Elevate key issues to Project Controls Lead
• Ensure Contractor compliance with Coordination Procedures
• Monitor Contractor C&S Control procedures/reporting
• Implement and Manage MOC process at sub-Project Level
• Manage Contractor Change Order system
• Anticipate and prepare for claims
• Interfaces with other Project Services related Functions such as Contract Administration, Procurement,
Controllers, Tax, Treasurers and Document Control
• Mentor and coach all cost and planning engineers on the sub-project
2. Supporting PT and Cost Stewards with overall project cost and schedule analysis, reporting, forecasting, budgeting and change management.
• Develop and maintain Control Estimates, Schedules and Budgets (annual P&B and project)
• Analyze cost and schedule trends, develop and review cost and schedule forecasts
• Prepare overall monthly cost reports (budgets, forecasts, expenditures, commitments)
• Maintain ongoing cost vulnerability/cost reduction opportunities database
• Develop monthly estimates of Work-In-Place (WIP)
• Administers the project change control process at a sub-project level
• Develop monthly expenditure and commitment forecasts
• Monitor and report on cost and schedule implications of changes
• Participate in developing Contract Price Budgets and Contract Control Schedules and Milestones
• Support preparation of Advance Commitment or Full Funding estimates and budgets
• Interface with Controllers regarding AFEs/budgets and invoices
• Respond to ad hoc requests from PT related to Controls/Reporting
• Close-out Reporting / CA$HD
3. Perform quality assurance at the sub-project level by monitoring and appraising the performance of Contractors in the areas of cost control, progress measurement and schedule control.
• Examine and evaluate the Contractor's cost and schedule control organization, plans, performance and procedures
• Review and, where appropriate, endorse schedule, progress and cost baselines and forecast prepared by
contractors
• Analyze cost, schedule and progress trends developed by contractor
• Review and endorse progress measures reported by the contractor
• Review cost and schedule bases of Contractor's Change Proposals - review and endorse Change Orders - monitor,
analyze and report Contractor invoices
• Assist site management in developing/reviewing cost and schedule corrective actions and recovery plans, and
making sure needed actions/plans are implemented.
4. Manage the Cost and Schedule organization including the Contractor sites and serve as the central link from the Project to the client C&SD Functional Organization.
• Maintain close liaison with other members of the Cost and Schedule organization on the Project and Client
Function
• Provide feedback to Home Office and sub-project controls, cost and planning engineers
• Ensure Functional endorsement of Cost Estimates and Project Schedule through the Area Advisor
Qualifications:
Required KNOWLEDGE, qualifications, skills, and experiences:
• Thorough and extensive knowledge of:
- Project controls principles, theories, and concepts
- Client practices, processes, and expectations with respect to project controls
• Bachelors of Science Degree in Engineering, Engineering Technology, Business Administration with relevant
experience.
• 6+ years of project controls experience with a relatively uniform mix of cost and schedule control achievements
• Upstream / Pipeline / Offshore Engineering, Procurement, and Construction experience
• Willing to work overseas in a team environment
• Willing to relocate to required project site
