Job function:
The Cost/Schedule Engineer reports directly to the Sub-Business Manager 2.  He/she will report to Estimating & Controls Lead for functional guidance on work processes and system integrity.  The Cost/Schedule Engineer’s role is to ensure that the project obtains the quality needed to achieve project goals related to estimating, financial stewardship and project management controls.  The Cost/Schedule Engineer  will provide quality control over the FEED contractor’s estimating and controls activities to ensure the project is executed in accordance with Project Management System (EMCAPS) expectations.  The FEED contractor’s estimating, financial stewardship and project controls disciplines at the Oakville office will report through the Cost/Schedule Engineer. 

Responsibilities:
The responsibilities of the Cost/Schedule Engineer  include facilitating the use of the EMCAPS within the Project.  This position is responsible for preparation of estimates, cost forecasts, and implementation of project controls systems out of the Oakville office to track progress and monitor trends.  The position leads the reporting and stewardship activities of internal reporting for the Oakville office to the overall roll up in the Calgary office.   

  • Line responsible for executing project estimating and controls plans in compliance with EMCAPS.
  • Monitor activities consistent with estimating development plans for Gate 3 Estimate/Outlooks and make required corrective adjustments in response to deviations from plan (post-Gate 2).
  • Oversee the Management of Change work process for assigned facilities during post-Gate 2.
  • Control the Project to agreed plans and processes, including financial stewardship, cost, management of change, key issues, lessons learned, etc.
  • Monitor FEED contractor’s resources to ensure appropriate work procedures are followed in developing project estimating deliverables, to allow effective functional verification of project estimates & controls, and to share best practices and lessons learned.
  • Interface with engineering, execution, Controllers and other Business Services related functions such as Procurement, Planning and Document Control.

• Strong interpersonal and communication skills.

Skill Area Proficiencies
• Understands and is proficient in the application of the Project Management System (EMCAPS).
• Competent to Expert proficiency in the estimating and project controls of Project Gate and Checkpoint deliverables.
• Competent proficiency in most Project Management skills (e.g. cost estimating, project controls, execution planning, contracting, planning & scheduling).
• Basic to Competent proficiency in most Construction and Development Planning skill areas.
• Typically, previous experience in one or more technical disciplines (Facilities, Pipelines, Mining, etc.).

Qualifications and Experience
• 3-5 years in an engineering or operations assignment.
• 10 - 15 years experience in a variety of project management positions (see Skill Areas).
