DESCRIPTION
PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES
The service provided shall be to:
• Develop a capital cost Basis of Estimate for the various development scenarios that documents the project
definition for which the estimate was prepared as well as key assumptions made. This will encompass a need to review all recent engineering studies and field investigation results for inclusion and update of the cost estimate.
• Review of contractor supplied estimates for various development components.
• Development of AACE Class 4 or equivalent capital cost estimate for the various development scenarios, encompassing
all cost elements (e.g. owners project management through start-up). All estimates to take into consideration the
forecasted direct and indirect labour rates, material indexation requirements due to market conditions, equipment costs, quantities and constructability review findings. Historical cost estimates will be used as the base estimate to which
changes will be documented and controlled.
• Selected verification of quantities as calculated within historical project investigations.
• Work with planning to ensure overall project schedule and cost estimate have a consistent basis.
• Work within the Project Controls framework to ensure that all project estimates is consistent with project coding.
• Recommendation of appropriate inflation indices for equipment, materials and labour rates.
• Completion of an estimate uncertainty analysis in an effort to help define the contingency level to be carried.
• Support the completion of the overall project cost and schedule risk analysis by advising on particular cost allowances
and contingencies to be carried for mitigation of key project risks.
Qualifications:

EDUCATION
• Degree in engineering, or equivalent experience.
• Professional Quantity Surveyor designation is advantageous.
• Membership in AACEI is also advantageous.
EXPERIENCE
• Expert knowledge of capital cost estimating techniques.
• 7 to 10 years experience in capital cost estimating.
• Estimating experience in engineering, procurement and owner's project management is considered a desirable
asset.
• Estimating experience in electrical power transmission, including HVAC and HVDC technology, civil works would be
advantageous.
• Working knowledge of project risk management techniques, including Monte Carlo simulation would be
advantaveous.
SPECIAL SKILLS, JOB REQUIREMENTS, WORKING CONDITIONS ETC.
• Demonstrated awareness and sensitivity to safety, health and environmental issues.
• Has achieved and consistently demonstrates an extensive base of expertise in capital cost estimating for large or
mega projects.
• Ability to coordinate the work of consultants and contractors in order to develop the required capital cost
estimates for the various development scenarios under consideration.
• Has kept abreast of latest trends in engineering and construction contracting approaches, as well as the latest
industry trends regarding labor, equipment and material escalation.
• Good working knowledge of concepts of multi-currencies cash flow and economic principals of inflation an
escalation.
• Detailed working knowledge of principals of quantity takeoffs using engineering drawings in support of quantity
calculations.
• Working knowledge of construction planning and scheduling, including manpower leveling techniques.
• Review and extraction of key design criteria from engineering reports relevant for development of cost estimate.
• Self starting, proactive individual with extensive independence, working under broad management direction.
• Works to establish and foster positive relationships with team members in an effort to seek input and support in
development of capital cost estimates.
• Team player with positive attitude.
• Creative thinker who develops innovative solutions to problems.
